Part B. Unregistered Resource IDs

A naming authority may create a resource identifier and associate with a resource without actually registering it. In this case, the naming authority is ultimately responsible for ensuring the uniqueness of the identifier.

Change: "ivo://" and "<vr:Identifier>" to indicate that they do not guarantee existence of registered description; however, it does mean that the authority ID is owned by a registered organization and that it can be given to a registry for resolving.
