IVOA Standing Committee on Science Priorities (CSP)

These pages are being updated by the current CSP.

Terms of Reference (2021-):

The IVOA recognizes that sustaining the scientific impact of the VO as an interoperable ecosystem to support science requires continuous engagement of the international astronomical community. The astronomy community comprises missions that are active or under development, operating observatories, astronomical archives, and teams of astronomers performing research and disseminating data products to the community. The primary goal of the CSP is to support the Executive Committee in its goal of sustaining the VO's impact, as follows:

  • Advise the Executive Committee on strategies for engaging the astronomical community as a participant in the Virtual Observatory.
  • Demonstrate to the community the benefits of participation in the IVOA, such as growth in the scientific return of data; the capability to discover and fuse multiple data sets; the application of the VO in planning new observations and observing strategies.
  • Recommend scientific priorities and scientific requirements that will drive the development of new services, protocols and tools, which will be developed by the IVOA and coordinated by the TCG. These priorities should be driven by scientific use cases that are developed in cooperation with the scientific community.
  • Support the TCG in the development of protocols to ensure they meet the actual scientific requirements
  • Support VO members in developing tutorials, workshops and scientific training materials.
The Chair, Vice Chair and membership of the CSP will be determined by the IVOA Exec. The Chair of the IVOA TCG shall be a members ex-officio of the CSP. The Chair and Vice Chair of the CSP are members ex-officio of the TCG. The nominal term for Chair and Vice Chair of the CSP is expected to be 3 years. It is expected that the CSP will be consisted largely of members of the science community and active astronomy projects. The Chair of the Committee has the responsibility to coordinate the activities and to report to the Executive.

The Virtual Observatory (VO) is designed to enable new scientific research via interoperability of astronomy resources (data and software) around the world. Scientific prioritisation of IVOA activities is essential to ensure that the development and operations of the Virtual Observatory (VO) are relevant to the research needs of the astronomy community. The primary objective of this Committee is to identify the high level scientific requirements for the VO of major astronomy projects and of the wider astronomy community as input to the setting of priorities for IVOA. The Committee's activities around the collection of requirements are intended to provide a high level entry point for major astronomy projects to interact with IVOA, and are also intended to foster the concept of major astronomy projects being “participants in”, rather than “customers of” the IVOA.

Tasks:

The Committee will take action within the context of the IVOA to enable the use of the VO by the research community. The Committee will consult as widely as needed, in particular to gather of use cases and requirements from major astronomy projects. The Committee is expected to develop plans to vigorously encourage the creation and implementation of infrastructure, services and tools, and other activities. Such plans are expected to include the definition of ‘minimal requirements’, and the identification of CSP member(s) who will ‘champion’ priority topics. These plans, after endorsement by the Executive, will be carried out in close collaboration with the TCG. It is likely that such activities will often draw upon the expertise of several Working Groups or Interest Groups. Monitoring of the progress of tasks and related Working Group tasks will be done in liaison with the TCG with regular reporting to the Executive. Any resources required for Committee activities will be negotiated among the relevant parties on a case by case basis.

Composition:

The membership and internal governance of this Committee will be determined by the Chair of the IVOA Exec in consultation with the Chairs of the IVOA TCG, the IVOA Exec Vice-Chair, and others as needed. The Chair of the IVOA TCG shall be a member ex-officio of this Committee. The nominal term for members of the CSP is expected to be 3 years. It is expected that the CSP will include scientists associated with IVOA member projects, and (at least two) scientists associated with major astronomy projects. The Chair of the Committee has the responsibility to coordinate the activities and to report to the Executive.

IVOA Standing Committee on Science Priorities (CSP)

Terms of Reference (2015-):

Motivation and Objectives:

IVOA Standing Committee on Science Priorities (CSP)

Terms of Reference (2015-):

Motivation and Objectives:

The Virtual Observatory (VO) is designed to enable new scientific research via interoperability of astronomy resources (data and software) around the world. Scientific prioritisation of IVOA activities is essential to ensure that the development and operations of the Virtual Observatory (VO) are relevant to the research needs of the astronomy community. The IVOA has always recognized the need to place useful VO services and tools in the hands of astronomers, but in the early days of the IVOA there was a predominant focus on establishing standards for VO infrastructure. But it soon became clear to the IVOA Exec that the effectiveness of VO tools and services and their “take-up” by the worldwide astronomy community was lagging behind other development work. There was evidence that unless significant adoption of VO tools and services by the astronomy community occurred in the very near future, the entire VO effort would be in jeopardy.

Thus in 2008 an ad hoc IVOA committee on take-up was established; its mission was to determine what the IVOA could do to facilitate this effort. This committee recognized that within the VO community there was insufficient awareness of the scientific needs and requirements of the astronomy research population, and within the astronomy community there was little awareness of the VO at all. The ad hoc committee initiated several efforts within the IVOA to increase this awareness, but a growing recognition of the importance of the take-up issue made it clear that a temporary ad hoc committee was not a viable solution to this problem. As a result, in 2009 the IVOA Executive established a Standing Committee of the Exec, which is the IVOA Committee on Science Priorities. The primary objective of the CSP “is to identify research needs of the worldwide astronomy community than can benefit from VO related tools and services, and to take action within the context of the IVOA to assist in placing such tools and services into the research community.”

The CSP is responsible for special science sessions at IVOA meetings, for identifying essential science capabilities that are affect by IVOA activities and ensuring coordination among IVOA Working Groups and Interest Groups in quickly establishing standards for such capabilities, and for fostering cross communication among the astronomy communities and VO projects within the IVOA. The CSP members are chosen by the Exec; the Chair of the TCG is a member ex-officio, and the current chair of the CSP is Mark Allen (Observatoire de Strasbourg, Euro-VO).

Further details about the CSP and its activities can be found below, and any comments and suggestions about the CSP are most welcome. Please contact the current chair of the CSP, or any CSP member with your thoughts and ideas.

The CSP has 6 members drawn from the Exec; the Chair of the TCG is a member ex-officio, and the current chair of the CSP is Dave De Young of the US VAO.
