Difference: TCGTopicsUpdateWikiVersion (2 vs. 3)

Updated Wiki system

The current IVOA wiki is running quite an old version: "This site is running TWiki version 04 Sep 2004 $Rev: 1742 $, Plugin API version 1.025".

It could be useful to upgrade the wiki version to some newer version which also offer more user-friendly editing facilities such as WYSIWYG and other more elaborated text formatting options.

What do people think ?
