Text to go in the 2008 Assessment and Roadmap document

There have been several examples of the need to define an IVOA standards that spans over one WG (eg UTYPES, UNITS mentioned in other topics, but also SimDB, SimDAP).

Within the TCG and with the Standards and Process Committee, we should discuss and try to define a standard process to deal with these cases.
