This is the Top Level IVOA "working roadmap", as distinct from the official Roadmap document on the public web page. It is the 
version emerging from Interoperability Workshop, Kyoto, Japan, May 2005. It is divided into three sections - (i) recommendations to the working groups and ways that the qorking groups can better interact (ii) summary of working groups and objectives (iii) general goals 2005 and onwards. The document also lists responsibilities of the Working Group and Interest Group Chairs.
