Collaborative Page for SSA Interface

The Simple Spectral Access interface (SSA) defines a uniform interface to simple 1D spectra, with extensions planned also for time series, and SEDs. It shares many similarities with the Simple Image Access (SIA) and Simple Cone Search (SCS) specifications.
