Who should have the power to define new messages?
anyone - individuals, development projects, standards bodies, communities, the messaging fabric shouldn't care about the content of messages. However, folk should be encouraged to use existing messages where sensible - and as it's in their own interest to, this shouldn't be hard - which implies that a message vocabulary needs to be available somewhere -- NoelWinstanley

But documentation of messages should be paramount. Messages should be centrally documented, including what applications support which messages
