Drop not-null requirement on obs_id

Since it causes a rather significant load on implementors while no operational benefit has been identified, we should drop the requirement that obs_id is not NULL.

This has already been discussed in the context of the retired ObsCore-1_1-Erratum-3; see http://mail.ivoa.net/pipermail/dm/2022-December/006282.html and references therein.
