It already does this in practice; it was an oversight that it did not at first and that nothing was said on this.

Add ivoasem:mirroredFrom

This would be a property of a mirrored vocabulary would have the base URI of the mirrored vocabulary as its object. Note that the target URI probably is not very useful, as it would not be clear how to form concept URIs for mirrored concepts with it – and what you would get when you resolve the URI. But it would be a flag for validators (or possibly other software) that there should be skos:exactMatch links on our concepts.
